There are various agencies involved with flooding and surface water drainage that can help advise on what steps to take in the event of an emergency.
The Environment Agency is responsible for managing flood risk and minimising the impact of flooding from Main Rivers and the Sea. They provide extensive information about what to do before, during and after flooding and you can report a flood here.

Surface water flooding is caused when the volume of rainwater does not drain away through the existing drainage systems or soak into the ground, but flows over the ground instead. Any incidents of surface water flooding should be reported to the Water Management Team at Norfolk County Council by calling 0344 800 8020.
If the water is coming from the highway Norfolk County Council Highways may be able to assist. The Norfolk County Council website provides further information on flood and water management.
Residents experiencing surface water flooding into a property are advised to try and divert the water away from the property using the following items:
- Plastic sheeting
- Compost bags
- Wooden boards
As a last resort carrier bags filled with gravel or soil can help with diverting water.

If flooding from drains is affecting roads or pavements, please contact Norfolk County Council Highways Department on 0344 800 8020 or report the flooding online.
If a water main or sewer has burst and has caused flooding please call Anglian Water on 03457 145 145 or report the flooding online.
Some properties have private water supplies, such as a borehole or well. Find out more about private water supplies.
There is a supply of sandbags at the sandbag sites below. However, these sandbags are for emergency situations only, i.e. if there is an immediate risk of flooding to your home/business, where there is a concern that water is very close and could come into the premises.
Please note that the sandbags from the sandbag sites are not to be stockpiled for a just in case situation, as the Council has no out of hours arrangements to replenish the supply. If you can, during working hours, please obtain sandbags from your local building supplier.
If a property has become flooded the resident/business needs to call 999 to request the fire brigade to pump out the water.
