Custom and self build homes

If you wish to commission or build a new home, we have a register for people who are seeking to buy a serviced plot of land in South Norfolk.

Why register

The Government has issued regulations which require us to grant enough planning permission over a  three year period to match the 112 people who joined the register before 30 October 2016.

Joining the register will indicate demand for self-build and custom house building in future periods ending on 30 October each year. The number joining will affect our duties in respect of future three year periods.

However, please be aware that building plots becoming available might not be suitable for people on the register because of cost or location. Therefore joining the register will not guarantee the availability of a suitable plot.

We do not own land which can be used to provide plots for custom build. However, we will provide information which might be useful, which may include details of custom build opportunities which come to our attention.

We will also allow landowners and developers who are interested in assessing potential interest, if they were to make serviced plots available, to analyse the register.

Who can register

The Government has issued regulations about eligibility for entry on the register.

You are eligible for entry on the register if you are:

  • Aged 18 or over
  • A British citizen, a national of an EEA State other than the United Kingdom, or a national of Switzerland
  • Seeking (either alone or with others) to acquire a serviced plot of land in the relevant authority’s area, to build a house to occupy as your sole or main residence.

For groups or associations, each member must fulfil the eligibility criteria.

The local connection criteria

We decided to divide the register into two parts for people registering after 8 December 2016 on the basis of whether the person registering has a local connection with South Norfolk. The two parts are:

  1. People with a local connection
  2. People without a local connection.

Anyone registering might be contacted to establish whether they meet the local connection criteria.

Part 1 - people with a local connection

To be eligible for this you need to have:

  • Lived in South Norfolk for 6 of the previous 12 months, or
  • Lived in South Norfolk for 3 of the previous 10 years, or
  • Have a current contract of permanent employment where the job is mostly located in South Norfolk.

Any person fulfilling any one of the criteria will be included in Part 1 of the register.

South Norfolk Council has three years to grant planning permission for plots which could be developed on a custom build basis equal to the number of people joining Part 1 of the register. Therefore each person registered in Part 1 will count towards this duty.

Part 2 - people without a local connection

Any other person registered will be included in Part 2 of the register.

Inclusion in Part 2 means that the person will still influence South Norfolk Council when carrying out functions relating to planning, housing, land disposal and regeneration.
