Houses in multiple occupation

Summary

Houses in Multiple Occupation (HMOs) are houses or flats occupied by people who do not form a single household like a family or flatmates. Most often this includes bedsits or flats with shared amenities or common areas. HMOs, like all housing, must reach a minimum standard for amenities like heating and toilets etc. and the health and safety of the people who live there, and we investigate complaints where conditions do not meet the minimum standards.

People living in some HMOs - those which are three or more storeys in height and occupied by five or more people - are thought to be greater at risk from fire or other health impacts. In these cases we licence the landlord to make sure the premises are suitable, and check that the landlord (or manager) is a fit and proper person.

Do you need a Property License?

From 6th April 2006 the Housing Act 2004 requires that the landlords of certain types of larger Houses in Multiple Occupation will need to apply for a property licence. See our page on property licenses for details.
