Greater Norwich Housing Market Assessment

A partnership project between Norwich City, Broadland District & South Norfolk councils

Housing Market Assessment: Stakeholder involvement & compliance with guidance

Summary

Here we explain how we involved stakeholders and how we ensured we complied with the Strategic Housing Market Assessment Practice Guidance issued by the department for Communities and Local Government in April 2007.

You can download information about the responses we received to consultation on our draft Final Report, and the actions we have taken as a result of consultation.

Stakeholder Involvement

The project plan identified the need to establish a reference group. This was intended as a group of volunteers who would:

  • Help set the detailed objectives for the assessment.
  • Provide information to achieve the objectives.
  • Comment on and help with the analysis of the emerging results.

The Project Reference Group performed the role of the Housing Market Partnership as set out in the Strategic Housing Market Assessment Practice Guidance.

By the end of the project, the reference group numbered 91 people.

The reference group contained representatives from the public, private and voluntary sectors. The group included estate and letting agents, house builders, people involved in local community groups, RSL Board members and officers, local councillors and council officers.

We involved a further group of stakeholders via a ‘Contact Group’. The contact group contained individuals, organisations and groups likely to have an interest in housing and planning issues.

Compliance with the Strategic Housing Market Assessment Practice Guidance

The project steering group reviewed compliance with guidance on 29 August 2007. The compliance report explains how we meet the requirements of the Strategic Housing Market Assessment Practice Guidance issued by the Department for Communities and Local Government (CLG) [external link].

The Housing Market Assessment Launch and Consultation on Draft Chapters from the Assessment

We invited members of the reference group to comment on draft chapters of the Final Report on 31 July. We received three detailed responses. You can download the detailed comments from this page. The project steering group reviewed the comments received at its meeting on 29 August. We publish an extract from the minutes of the meeting detailing our response to the points raised.

We launched the Housing Market Assessment Report with a presentation of the main findings at the King’s Centre in Norwich. The launch was on 7 September. You can download a summary of the questions and answers that followed the presentation.
