Abandoned vehicles
Summary
We remove abandoned vehicles from public land, including highways. We can also act in a situation where a vehicle is on private land, but only with the landowner's consent.
There is an administration charge for removing abandoned vehicles from private land, for which we would need a written agreement and payment before any action could be taken.
How to report an abandoned vehicle
- Report an abandoned vehicle online (links below) or by e-mail, telephone or letter (our details are at the foot of the page);
- Before we can begin action to remove the vehicle we will need to make sure it is abandoned, so we will need the following details:
- your name, address and telephone number;
- location, type of vehicle and registration number (if available);
- whether the vehicle is currently taxed;
- whether the vehicle is a wreck (e.g. burnt out, tyres deflated etc.), and;
- how long the vehicle has been there.

Investigating a report of an abandoned vehicle
Our Environmental Officers will begin their investigation within 24 hours of receiving the report. A DVLA check will be carried out to identify the last registered keeper.
If the vehicle is not claimed by the last registered keeper, it will usually be removed within 24 hours of the instruction being given to our contractor.
Once it's removed, the vehicle is the the responsibility of Norfolk County Council for disposal. The registered keeper of the vehicle is invoiced for the costs of collection, storage (while ownership is worked out) and final disposal. The keeper may also be liable to a fine from the DVLA.
