Unhappy with the conduct of a Councillor?

Summary

Councillors of South Norfolk District Council and parish and town councils within the district are required to conduct themselves in accordance with the Code of Conduct for Councillors (download below). If you feel a councillor has breached the Code, you can find out how to make a complaint here.

Further information

If you believe that a Councillor has breached the Code of Conduct and wish to discuss your concerns informally, please contact the Monitoring Officer (contact details at the bottom of this page).

If you wish to register a complaint about what you believe to be a breach of the Code of Conduct, please download the form above.

When you formally register a complaint, the person you are complaining about will be notified of the complaint.

When such a complaint is received, an Assessment Sub-Committee of the Council’s Standards Committee will carry out an initial assessment of the complaint. The Sub-Committee can take one of several courses of action. It can decide to:

1. Take no action in respect of the allegation (the person who made the allegation has a right to request that a Review Sub-Committee review this decision. That review must be completed within a maximum of three months of the request being received.;

2. Instruct the Monitoring Officer to arrange a formal investigation, to arrange training or conciliation; or

3. Refer the allegation to the Standards Board for England.


If an investigation is carried out, a Consideration Sub-Committee will meet again to determine whether:

1. It accepts the Monitoring Officer’s finding that there was no breach of the Code of Conduct

2. The matter should be referred for consideration by the Standards Committee (this Committee can decide if there is a breach of the code, and if so what penalty to impose. The Standards Committee can suspend the Councillor for up to six months.); or

3. The matter should be referred to the Adjudication Panel of the Standards Board for England (this Panel has the power to suspend a Councillor from a council or particular activities for up to one year, or disqualify them from holding office for up to five years. It is not able to award damages or compensation.)
