South Norfolk Council Constitution

Summary

The constitution sets out how the Council operates, how decisions are made and the procedures which are followed to make sure that these are efficient, transparent and accountable to you. It is made up of 19 documents in eight sections, each of which is available to view here.

The Constitution was last revised and updated in May 2008.

Details those with responsibility for service provision.

Responsibility for Functions

Sets out the responsibilities for functions other than those reserved by statute for the Council.

Delegation of Functions by Planning Committee

Functions of the Planning Committee which can be delegated to Heads of Service or council officers (e.g. street naming delegated to the Head of Democratic Services).

Delegation on Licensing Act 2003

Functions of the Electoral Services and Licensing Manager.

Part Four: Rules of Procedure

Officer Employment Rules

Covers the recruitment and appointment process for Chief Executive, Corporate Directors, Service Heads and Officers, along with disciplinary and dismissal procedures.

Composition, Terms of Reference & Procedures of Constituent Bodies

Sets out the terms of reference and procedures for all the Council's constituent bodies (such as Council, Cabinet, Planning Committees etc.) and working parties.

Development Control Boundaries

Map of the Development Control boundaries in the district and contact details for Planning personnel.

Access to Information Procedure Rules

Rules which apply to access to information at meetings of the Council, Scrutiny, area committees, Satandards & Ethics Committee, all regulatory committees and the Cabinet.

Rules for Financial Governance

The rules by which the Council seeks to maintain proper financial and internal control of its activities.

Contract Standing Orders

Regulations to ensure honesty, openness and fairness in our dealings with contractors and suppliers.

Part Five: Codes & Protocols

Protocol on Officer Member Relations

Rules for relations between Members and Officers in order to ensure that 'the integrity of local government is (and is seen to be) maintained and enhanced'.

Code of Conduct for Employees

This code has been issued as a guide to all employees on the standards of behaviour the Council expects, and sets out guidelines to help maintain and improve standards and protect staff and the Council from misunderstanding or criticism.

Local Code of Practice - Planning & Judicial Matters

Planning & Judicial codes of practice which are designed to supplement - not replace - the nationally prescribed Code of Conduct which applies to all Members of the Council.

Members' Code of Conduct

The Code of Conduct which all Members must observe when conducting the business of the authority or acting as its representative.

Part Six: Scheme of Members' Allowances

Outlines the basic allowance paid to all members, the allowances for special responsibilities (chairmen etc.) and the amount Members can claim for travel and subsistence.

Part Seven: Management Structure

The management structure of the Council, from the Chief Excecutive & Corporate Directors down to Team Managers.

Part Eight: Code of Corporate Governance

Corporate Governance is the system by which local authorities direct and control their functions and relate to their communities - founded on the fundamental principles of Accountability, Effectiveness, Integrity, Openness and Inclusivity.
