Monitoring officer refers back planning decision

I am satisfied that officers have now come to the same conclusion as we did before the election. Six weeks later, we welcome the fact that this is now going to happen, but regret that it will still take a further month to be decided.

South Norfolk Council's Monitoring Officer, Chris Walton, has announced that he is to refer a decision on new homes at Lime Tree Avenue, Long Stratton to the council's main Planning Committee.
Commenting on the decision, Cabinet Member for Planning, Housing and the Built Environment, Councillor Derek Blake said:
"I am satisfied that officers have now come to the same conclusion as we did before the election. Back in April, we called for this to be referred straight to the main Planning Committee but this option was rejected by the previous administration.
"We said at the time that taking this to District-wide main Planning Committee was right for the residents of Lime Tree Avenue and right for the developers, because it would allow the application to get the widest consideration.
"Six weeks later, we welcome the fact that this is now going to happen, but regret that it will still take a further month to be decided."
On 27th February 2007, the Council's South-West Area Planning Committee refused permission for a housing development at Lime Tree Avenue on density, design and overlooking grounds, and were also advised that refusal on drainage grounds could not be defended at appeal.
The Monitoring Officer then issued a report to the Council, ruling that the decision had also been unlawful. At its meeting on 20th March, the full Council backed his recommendation to revoke the Area Planning Committee's decision. It then decided to refer it back to the same area committee for re-determination.
However, on this second occasion at their meeting on 24th April, South-West Area Planning Committee again refused the application on similar grounds to the previous determination, adding a further highways reason for refusal.
Now the Monitoring Officer has decided that the more recent decision for refusal is also unlawful on both highways and drainage grounds.
Cllr Blake concluded:
"I welcome the fact that the application will now come before main Planning for determination as this will give the opportunity for additional and more detailed evidence to be presented on both drainage and highway grounds."
The Planning Committee meets on Wednesday 27 June, at 1.30pm, in the Council Chamber at South Norfolk House, Swan Lane, Long Stratton.
