Essays by the Scrutiny Committee Chairman

Our Scrutiny Committee Chairman, Councillor Christopher Kemp, took a postgraduate qualification on Oversight and Scrutiny. As part of that course, he wrote two essays, 'Innovation in Scrutiny; the South Norfolk Experience' and 'Madison, Montesquieu and the Separation of Powers'.
