Background to Scrutiny
Summary
The Scrutiny Committee looks into areas of local concern. It reviews our services, policies and performance, and recommends improvements. The Committee also manages 'Task and Finish' groups (groups set up to look at specific issues). There are also three Overview Sub-Committees which report to the Scrutiny Committee.

"Scrutiny Committee was originally set up as part of the checks and balances that ensure the democratic running of the Council. However, our function is not simply to act as a 'critical friend' to the Council's Cabinet, but to apply our investigative skills and resources to other issues of concern to the people of South Norfolk." explained Councillor Christopher Kemp, Chairman of South Norfolk's Scrutiny Committee.
The main tasks of the Committee are:
- Performance monitoring
We have to meet specific targets each year to achieve "Best Value". Scrutiny can examine any aspect of our performance, including services which we deliver through partnerships with other organisations. - Holding the Cabinet to account
Decisions made by us but not yet put into practice can be reviewed by Scrutiny and challenged. This is known as the call-in procedure. - Policy review and development
Scrutiny can propose new policies or review existing policies and recommend changes. - “External Scrutiny”
Any issue or matter directly affecting South Norfolk residents can be scrutinised by us, including services provided by another organisation (e.g. Housing Association, County Council etc).
What can Scrutiny lead to?
If it's done effectively, Scrutiny can have the following outcomes:
- A Council which examines its own performance and reports to the public on how well it is meeting its commitments;
- Improved policies and services from the Council;
- Improved policies and services from other organisations;
- Public and other services that operate more effectively;
- More openness and accountability about the way decisions are made;
- A Council that holds to account those responsible for carrying out policies and delivering services.
The Scrutiny Committee can make recommendations to either the Cabinet or Council.
