Alex Evans, Licensing Manager for South Norfolk Council said:

"On Monday, the Government's Culture Department was reported as saying you may need a licence to sing carols outside stores. Today, Culture Department Minister James Purnell is reported as having said you don't.

"What we have been telling people is go ahead with your carol services, enjoy yourselves and celebrate Christmas. Then in the New Year, get in touch and we can discuss these issues well ahead of next Christmas.

"That's the only common sense way to deal with the grey areas the Government has left in the licensing laws."
