Performance Plan: Best Value Performance Indicators 2007/08
Summary
In the past we have published a Performance Plan that reports our performance against the national Best Value Performance Indicators. The Plan also included the targets we had set for these measures for the next three years.
In April 2008, the Government replaced Best Value Performance Indicators with a new performance framework. This includes a new set of National Indicators that are more focused on outcomes and improvements in public services that people can easily recognise.
We are therefore reporting our performance against the Best Value Performance Indicators for the last time in this Performance Plan. The Plan looks back to 2007-08 and the improvements that we have made.

We are required to make a statement in relation to the Code of Practice on Workforce Matters in Local Authority Service Contracts.
Best Value Performance Indicators
These are the national measures of performance that we are required to report annually in our performance plan.
We have reported:
- Our performance for 2007-08;
- Our Performance for the previous three years;
- How our performance compare with:
- The national average for district councils;
- The district councils most like ourselves ("nearest neighbour");
- The Norfolk average.
