Council tax appeals
Summary
There are two types of council tax appeals:
- appeals against band valuation (e.g. you don’t think your property should be in the Band it’s been put in), and;
- appeals against the council tax payment (where either you shouldn’t be paying the full amount of council tax or you shouldn’t be paying it at all).
Further information
Valuation appeals
Your bill shows which band your home has been placed in for council tax purposes, and you can download the full list of charges from our Charges & banding page.
You can appeal against the valuation banding within six months of becoming the council tax payer. Also, if your council tax band changes you have six months to appeal. The Listing Officer (not the Council) is responsible for the banding.
If you want to appeal you have to write to the Listing Officer for the Valuation Office Agency at:
Rosebery Court
Central Avenue
St Andrews Business Park
Norwich NR7 0HS
Tel: 01603 241000
Fax: 01603 241099
Council tax appeals
You can appeal if you think:
- Your property should be exempt (e.g. if it is unfurnished and has been unoccupied for less than six months) - find out about exemptions;
- You are not responsible for paying the bill (e.g. your property is let to a tenant) - see Who should pay the council tax bill?;
- You should not pay the full amount of council tax (e.g. you are the only adult living in the property) - find out about discounts.
If you wish to appeal, please write to us at the address below. If you are not happy with our decision you can appeal in writing to an independent valuation tribunal. You must do this within two months of our decision.
Making a complaint
Complaints are different from appeals - if you want to make a complaint about the service we in the council tax team have given you, find out what you need to do on our council tax complaints page.
